California has 53 congressional districts, far and away the largest number in the country; Texas is 2nd with 36. There are currently 39 Democrats and 14 Republicans. Of the 9 seats seen as at least somewhat competitive in 2018, 7 are held by Republicans. Those 7 districts all voted for Hillary Clinton over Donald Trump in 2016. There were only 23 such instances (Republican House victory in district that sided with Clinton) nationwide.
