Allocation:
  • There are 16 statewide delegates and 39 congressional district delegates (3 per district).
  • Candidates receiving 12.5% of the statewide vote earn two delegates, with one delegate for each additional 6.25%. Any remaining delegates go to the statewide popular vote winner.
  • In each district, winner take all where a candidate exceeds 50%. Otherwise, delegates are split 2, 1 to the top two finishers.
Notes:
  • Split nominating contest, with a statewide primary on February 27 followed by congressional district caucuses on March 2.
  • The state primary for offices other than president is August 6.
