There are 28 statewide delegates and 12 congressional district delegates (3 per district). For the statewide vote, candidates receiving 15% or more earn a delegate. The remaining delegates are proportional to that 15% group, unless one candidate receives a majority of the vote. For the districts, winner take all where a candidate gets a majority. Otherwise, they are split 2-1 across the top two finishers.
